Cognition's autonomous AI software engineer: writes, tests, and debugs code on its own, opens pull requests, and now ships its own local AI IDE as Devin Desktop (formerly Windsurf) – from a free tier up to Pro, Max, Teams, and Enterprise.

Devin is the AI software engineer built by Cognition, a US company based in San Francisco that says it wants to help ambitious engineering teams work through their backlog. Unlike an autocomplete tool bolted onto an editor, Devin acts as an independent software engineer: the agent writes, tests, and debugs code on its own, opens pull requests against existing repositories, and can be assigned tasks directly from Slack, Microsoft Teams, Linear, or Jira. Per the vendor, Devin can take on most tasks a human could finish in up to three hours – from reproducing bugs to shipping new features or building internal tools. Humans stay in control throughout: every pull request Devin opens goes through the regular review process before anyone decides to merge it.

A cloud agent with its own workspace

Each Devin session runs, per the vendor, on its own virtual machine with its own desktop, browser, and computer-use capability – so the agent can operate web interfaces and test applications while continuing to work even after you've closed your laptop. The chat interface bundles three tools: a shell for commands and logs, a built-in code editor with live tracking, and a browser for web pages and testing. That lets Devin cover the whole software lifecycle, from understanding existing code through planning and implementation to testing, review, and deployment.

Devin Desktop – formerly Windsurf

In June 2026, Cognition renamed the previously independent AI development environment Windsurf, which it had acquired in 2025, to "Devin Desktop." Per the vendor, the editor itself doesn't change – existing settings, keybindings, and extensions carry over, including for customers on legacy Windsurf Enterprise contracts. Devin Desktop runs locally on Mac, Windows, and Linux, can import configuration from VS Code or Cursor, and ships with its own local agent. What's new is the direct link to the cloud agent Devin: tasks can be handed off from the editor to the cloud, and the resulting pull requests can be reviewed without leaving the application.

Devin CLI and API

Beyond the graphical interface, Cognition offers a command-line version (Devin CLI) for local development and a programming interface (Devin API) for wiring the agent into your own automation and tooling.

Integrations

Per the vendor, Devin can be tagged in Slack and Microsoft Teams to get assigned work straight out of a conversation, connects to task trackers like Linear and Jira, and works with GitHub through pull requests. MCP servers let you extend the agent's toolset further.

Free tier

The free plan is meant for a single person and includes, per the vendor, a limited amount of Devin usage plus access to Devin Review and Cognition's own documentation service, DeepWiki. You can upgrade to a paid plan at any time.

Pro

The Pro plan targets individual power users and bundles a daily and weekly usage allowance covering sessions, CLI, and Desktop, plus pay-as-you-go credits for overages and integrations with Slack, Linear, and MCP servers.

Max

Max carries over everything in Pro but removes the daily cap and provides a substantially larger weekly allowance – aimed at people who regularly run past Pro's limits.

Teams

The Teams plan supports up to 200 members and distinguishes between full seats, which come with their own allowance and Desktop access, and free "flex" seats, which draw from a shared team pool but don't get Desktop access. Per the vendor, credits are shared across the whole team rather than assigned per person.

Enterprise

Enterprise pricing is custom and billed in "Agent Compute Units," a unit meant to reflect the actual compute effort a task takes. The plan adds centralized administration, role-based access control, priority support, and individually negotiated security and compliance terms.

Who Devin is for

Devin is worth it for engineering teams who want to hand off part of their backlog to an agent that works independently, rather than writing every change line by line themselves – think ticket triage, migrations, test coverage, or documentation. Anyone who'd rather pair directly with an assistant inside their editor and type every line themselves is better served by a classic editor assistant like GitHub Copilot or Cursor; Devin's strength is taking on whole tasks end to end and presenting only the finished result as a pull request for review. By folding the former Windsurf environment into Devin Desktop, Cognition now covers both the autonomous cloud agent and a full local AI development environment from a single company.
