The lahend MCP Server is the MCP 2.0 interface to the portal lahend.ee. Its durable product source is the official website https://lahend.ee/ with MCP documentation at https://lahend.ee/mcp. The remote endpoint is https://lahend.ee/api/lahend-mcp/mcp and implements Model Context Protocol (MCP 2024-11-05) via Server-Sent Events (SSE) with JSON-RPC 2.0.
Product and Operator Identity
Lahend is a portal operated by the Estonian legal community to freely query Kohtulahendid (court decisions) from the Riigi Teataja (Estonian Official Gazette). The MCP Server is provided by lahend.ee and documented in the official documentation. Data sources are publicly visible and there are no hidden operator details.
Data and Feature Scope
The MCP Server implements 20+ documented tools for Estonian law:
Case Law and Court Decisions: search (full-text search across rulings and legislation), search_rulings (filtered decision search), recent_rulings (latest decisions), rulings_by_company (decisions involving a company by registry code), fetch (full text of a ruling), sections_cited_by_ruling (statute paragraphs cited in a decision), authority_documents_for_ruling (public-authority files on a company involved).
Estonian Legislation: search_laws (search acts), search_law_sections (search paragraphs), get_law_section (single paragraph), law_versions (redaktsioonid/consolidated versions of an act).
Judicial Citation Graph: rulings_citing_section (decisions citing a paragraph), most_cited_sections (most-litigated provisions).
EU Law: eu_law_search (search EUR-Lex), eu_act (EU regulation or directive in Estonian), estonian_rulings_citing_eu_law (Estonian decisions applying an EU instrument), eu_law_cited_by_ruling (EU provisions in a decision), most_cited_eu_law (EU instruments applied most in Estonian courts).

Authentication and Access Limits
The MCP Server requires no authentication, API key, or registration. The remote endpoint accepts all MCP-compatible clients and treats all requests equally. Access limits arise from tool input schemas (e.g. max 25 results per search). There are no roles, organisation accounts, or user quotas.
Privacy and Data Sharing
The server indexes only publicly published data from the Riigi Teataja:
Court decisions: full texts of civil, administrative, and criminal rulings.
Legislation: current versions of all Estonian acts.
Company links: decisions are linked to companies registered in the Estonian Business Register (nimistu.ee). Physical persons are redacted from decisions under Estonian data protection law (kohustusliku alusel).
EU law: EUR-Lex content in Estonian.
Requests are sent as JSON-RPC to the server; responses arrive via SSE. The server processes no authentication or payment data. Users should not submit confidential, personal, or trade-secret information in queries unless they understand the onward path.
Write Access and Side Effects
All tools are read-only (readOnlyHint=true, taskSupport=forbidden). The server performs no write operations, stores no user inputs, and modifies no data. External API calls are not made.
License and Source Quality
Primary data comes from Riigi Teataja avaandmed (Estonian public data under Creative Commons or equivalent basis). EU law is sourced from EUR-Lex. The MCP implementation itself is provided under the provider's terms. Full legal license review is the user's responsibility; this catalog entry makes no completeness claim.
Geographic Scope
The server focuses on Estonian law (civil, administrative, criminal) with integrated EU law. Physical persons from Estonia are redacted. Can I run the server locally? The lahend MCP Server is provided as a remote service and requires connectivity to https://lahend.ee/api/lahend-mcp/mcp. Local self-hosting is not documented.
What queries make sense? The server suits legal professionals, legal AI systems, and government staff researching Estonian law. Suitable are company-specific queries (e.g. research into a regulatory area, a party, or a statute paragraph), not confidential data.
Can I export or redistribute the data? Individual query results can be exported by the client. Bulk exports or systematic data scraping are not supported; users should respect Riigi Teataja licence terms.
